Is this a design flaw on P&O Cruises Arvia? (read description below)

The swim up pool at the aft on Arvia is one of the new features on P&O Cruises newest ship. It's a wonderful space in my favourite part of the ship. However, even when docked in port in a windy Madeira the water in the swim up bar resembled more of a wave machine. While the water in the infinity pool was calm and relatively still, this is what the swim up bar was like. I even had to check with the bar staff that there wasn't a wave machine in the bar. This was a relatively calm shot. It did get worse. It seems even the smallest bit of pitch and roll can turn this bar into an activity pool than a swim up bar. Is this a design flaw or an unexpected bit of fun? What do you think?
