This is just a minor inconvenience for most cruisers, but not so for wheelchair and scooter users. This is a major roadblock. Unless the guests have a fold-up wheelchair and can walk a few steps, they will not be allowed ashore. No one in the disability community likes to be told, "No, you can not do that." That goes against our DNA, especially when if the ship was docked at a different pier, wheelchair and scooter users could go ashore. I am so distraught for the members of my community that are on Radiance of the Seas. I just hope Skagway completes the construction quickly, and things return to "normal" in Alaska.
