During my Carnival Panorama cruise, I went on a private tour of Mazatlan in an "open air taxi". This was not a tour through Carnival. I came across this driver when I walked out to the taxi/shuttle area of the port. I paid $40 plus tip for a couple of hours. I highly recommend anyone going solo, or in a small group, to look for this option. The group tours through Carnival, or not through Carnival, are not worth it (in my humble opinion).
