During a trip to the Captain's bridge later, we were told that because river boats are flat bottomed, they aren't allowed to sail in bad weather and passengers are then bused between ports. Sevastopol was closed to all foreigners other than Russians until 1996. It was, and still is, Russia's biggest maritime base as well as Ukraine's largest commercial fishing and shipping port.
