There were definitely stairs and elevations in the Bodrum Castle, but you could pick and chose how much you wanted to explore. There was plenty of public transit, including buses, Ubers, and taxis. The tourist map I received from the cruise ship didn't seem to be very comprehensive. Make sure to do a little research before you head out.
