Set right on the Santa Monica sand, the 198-room Shutters on the Beach has an old-money New England sensibility. We dropped Shutters from our list of recommendations years ago, but we hoped it had improved in the interim. Unfortunately, neither the restaurant, 1 Pico, nor the accommodations dazzled our editor during a recent anonymous stay, and the hotel did not earn a place in our collection of best hotels in the world.
