This video gives you an idea of the process of boarding a tender boat (in this case a lifeboat) leaving a cruise ship. First you have to go down to a deck (deck 3 in this case) where the tender is docked next to the ship. Then you have to go through security (scan your ship card), and then board the ship, sometimes with crew members assisting. If you cannot move without a wheelchair, then most likely you will not be able to get aboard due to safety concerns. In this video we were leaving for Loreto Mexico aboard the Ruby Princess during our 2016 Mexico cruise. This particular lifeboat allowed passengers to ride on the top which made for great views.
