They can happen anywhere (although, WHY, people… you’re on vacation!!). I often hand wave and say that these things generally happen on the short “booze cruise” sailings on the old (cheaper) smaller ships, so this one happening on Carnival’s newest ship is a little surprising, especially the extent of it. I fully understand the limitations of at-sea security enforcement, but strongly believe that Carnival needs to significantly up the sanctions for this type of nonsense and be hard nosed about enforcing them.
